Please be aware that the tutu photographed is at 12 months. The larger the size the longer the tutu is and it will not puff out as much. It will still be very pretty, it just will not puff out as much.
This is a tutu and not a skirt and because this is a tutu, it does have sheerness and leggings, or bloomers are recommended. Girls not wearing a bodysuit will need coverage of upper legs and underwear.
